1. Mailbox 2 is granted Send on Behalf of to
Mailbox 1 then Mailbox 1 is moved to the
cloud
2. Mailbox 3 is granted Send on Behalf of to
Mailbox 1, which is now in the cloud
3. Mailbox 2 and Mailbox 3 moved to the
cloud, Mailboxes 2 and 3 work
4. Mailbox 4 given Send on Behalf of to Mailbox
1 then Mailbox 4 moved to on-premises
Changes needed:
1. MSEXCHPublicDelegates attribute needs to sync
both ways
2. MEU needs to be ACL'able in Exchange Online
Note: This is possible for VNext customers only

work with no errors. But
permissions will not work.
