When DirSync is enabled, recipient management is done
from on-premises.
Hybrid is not the limiting factor; it is DirSync.
If a customer today wishes to get rid of on-
premises Exchange, they have to STOP using
ADFS and password sync. Both of these Identity
features rely on DirSync being enabled, which
prevents Exchange attributes from being edited
for sync'd objects
